Integrated Planning System (IPS) 4 : "The IPS fulfills the requirement for a standardized national planning process and integration system as directed by Annex I to HSPD-8. The IPS provides a basic, general framework for developing a series of products leading to a synchronized Federal plan. The IPS is designed to provide a "how to" guide for Federal agencies (as well as State, local, and Tribal governments) for the development of contingency planning documents".
