Integrated Planning System (IPS) Target Audience : "The target audience for the Integrated Planning System (IPS) is, primarily, those Federal departments and agencies that engage in operational activities requiring significant complex planning, especially those reliant on, or responsible for providing, assistance to other agencies and thus reliant on the effective, understandable planning of other agencies. Ultimately, the IPS provides a common Federal planning process composed of three levels of planning: strategic, operational, and tactical. The IPS supports the development of a family of related planning documents. These documents include strategic guidance statements, strategic plans, concept plans, operations plans, and tactical plans.
