Integrated Preparedness and Response : "Integrate strategies. Emergency preparedness must be integrated into the operations of all state agencies. And emergency response must produce a unified strategy that brings together the response capacity of fire, law enforcement, emergency management, public health and public works and other agencies and professions that would be called upon for emergency and catastrophic response. The State's preparedness leader must ensure that each agency in a leadership and supporting capacity for preparedness is up to the job and reliable when called upon. A cabinet-level, interagency council for preparedness can help integrate preparedness throughout the executive branch and across disciplines.
