Intelligence Reform and Terrorism Prevention Act (IRTPA) of 2004 (P.L.108-458) : "authorizes state and local government officials in the National Capital Region (NCR), and federal officials, to enter into mutual aid agreements for emergency response, preparing for or recovering from an emergency, or training for such activities. The law also specifies that EMAC [Emergency Management Assistance Compact] provisions are not affected by the legislation".
