Law and Order, Maintenance of : "OCDM's primary emphasis on this responsibility during FY 1960 was to provide technical information and guidance to State and local governments. The objective is to help them develop the capability of maintaining law and order under emergency conditions requiring actions uncommon to normal police activities; e.g., control of mass movement; prevention and control of panic, mob action, crimes of violence, looting, and vandalism; maintenance of order in reception areas; and protection of vital installations and supplies".
