Any event, an emission like release or dumped, fire or an important explosion, that is a consequence of a non-controlled process during any operation which supposes a serious risk, immediate or deferred, to people, property or environment, and can be inside or outside of the operation and in which can be implied one or more dangerous substances. An occurrence such as a major emission, fire, or explosion resulting from uncontrolled developments in the course of the operation of any establishment and leading to serious danger to human health and/or the environment, immediate or delayed, inside or outside the establishment, and involving one or more dangerous substances
