Maximum Contaminant Level MCL : Under the Safe Drinking Water Act (USA), primary MCL is a regulatory concentration for drinking water which takes into account both adverse effects (including sensitive populations) and technological feasibility (including natural background levels): secondary MCL is a regulatory concentration based on "welfare", such as taste and?staining, rather than health, but also takes into account technical feasibility. MCL Goals (MCLG) under the Safe Drinking Water Act do not consider feasibility and are zero for all human and animal carcinogens
