Recovery Exit Strategy : "Just what is included in the recovery phase is open to question. This paper does not address "exit criteria". The recovery phase must have pre-existing exit criteria which are used to generate goals that indicate when success has been achieved during the recovery phase. Otherwise, as with post-Katrina, success is a moving target and the questions of how much recovery is needed and how much can be afforded leave the operational realm and enter the political realm".
