Regional Operations Center (ROC) 3 : The temporary operations facility for the coordination of federal response and recovery activities, located at the FEMA Regional Office (or at the federal Regional Center) and led by the FEMA Regional Director or Deputy Director until the DFO becomes operational. Coordination of operations shifts to the state EOC upon arrival of the ERT-A at that location. From that time forward, the ROC performs a support role for federal staff at the disaster scene
