Residual Risk 22 : The risk that remains in unmanaged form, even when effective disaster reduction measures are in place, and for which emergency response capacities must be maintained and resources committed, to prepare for, respond to and recover from, emergency situations. Comment: Residual risk implies a continuing need for emergency services and for socioeconomic policies such as safety nets and risk transfer mechanisms. (ISDR)
