Resilience 52 : The capacity to recover successfully from loss and damage. The central features of resilience appear to be access to resources (particularly finance), access to information and services, the capacity to manage one's own affairs and the capacity to deal with the stress and emotions generated by the disaster.80 (Buckle 1995, 13). Ability to resist, absorb, recover from or successfully adapt to adversity or a change in conditions. Ability of systems, infrastructures, government, business, and citizenry to resist, absorb, recover from, or adapt to an adverse occurrence that may cause harm, destruction, or loss of national significance. Capacity of an organization to recognize threats and hazards and make adjustments that will improve future protection efforts and risk reduction measures. (DHS Risk Lexicon 9/08)
