Resource Conservation and Recovery Act 2 (RCRA), 1976 :
"First enacted by Congress in 1976, RCRA established the "cradle to grave" regime for tracking toxic and hazardous substances from their manufacture to their transport to their usage to their disposal. Its orientation is thus on the present and future management of such substances, and it devolves a very substantial amount of implementation and enforcement authority to state government".
