Respond 4 : "Response operations are those taken in advance of and upon the onset of an incident to save lives, protect property, and meet basic human needs. They are tiered efforts designed to be managed at the lowest possible jurisdictional level and supported by additional response capabilities when needed. During major incidents with significant consequences, DHS plays a leadership role in ensuring that State and local community response efforts receive the support they need to achieve their objectives".
