Response 21 : "The term 'response' as used in this Framework includes immediate actions to save lives, protect property and meet basic human needs. Response also includes the execution of emergency operations plans, actions to support short-term recovery and some short-term mitigation activities. The Framework is always in effect and can be implemented as needed on a flexible, scalable basis that can help improve response. Response does not include prevention, protection or long-term recovery and restoration activities needed by communities to rebuild their way of life".
