Response and Recovery : "Response and recovery efforts include those of many State and other Federal agencies, private, public, and non-profit organizations, and individuals, coordinated by FEMA. The extensive response effort initially ensures safe water, food, and shelter to disaster victims and assists in the restoration of basic community services from electricity to telephone service. The complex recovery effort assists in the long-range restoration of services including contributing to the rebuilding of roads, bridges, and hospitals. FEMA's response and recovery activities together reduce human suffering and work toward the restoration of the community. Through such means as pre-positioned capabilities, community outreach, the teleregistration process, information centers, and town meetings, FEMA signifies its commitment to provide to the fullest extent it can human and financial support to its customers. This is accomplished by response and recovery actions to: (1) Collect and provide information to the President in the determination of a disaster declaration; (2) Conduct emergency operations to save lives and property by positioning emergency equipment, supplies, and personnel; (3) Provide accurate, timely public information; (4) Gather, analyze, and use data for the determination of applicant eligibility; (5) in collaboration with its partners, provide individual and public assistance for immediate needs and long-term recovery; (6) Manage loan and grant application, approval, and disbursement; (7) Assist in the restoration of communities so that individuals, businesses, and governments can function on their own; and, (8) Manage response and recovery operations to assure compliance with laws and regulations".
