Responsible Authority 4 : The term given to the organisation that is responsible for leading the recovery for the built and open environment, and critical national infrastructure. The responsible authority would normally lead the RCG through an incident and SCG during the recovery phase. This would normally be the local authority; however, for critical national infrastructure or large sites that are privately owned it could be the owners or managers of the site
