Stand-By Person 2 : In relation to a confined space, means a competent person assigned to remain on the outside of, and in close proximity to, the confined space and capable of being in continuous communication with and, if practical, to observe those inside. In addition, where necessary initiate emergency response procedures and operate and monitor equipment used to ensure safety during entry and work in the confined space
