CBRN Safety 008 : Domestic CBRN CM. CBRN CM conducted by department of defense (DOD) in the homeland in support of civil authorities is conducted as a defense support of civil authorities operation. In conducting DSCA to include CBRN response, a distinction is made between the different chains of command for active DOD, Title 10, USC, federal forces providing support to civil authorities and for NG forces commanded by the state governor under Title 32, USC, and state active duty. State and local governments are closest to those affected by incidents, and have a lead role in response and recovery. For a federal response to a CBRN incident, DOD support is tailored to the scope and magnitude of the incident
