CBRN Safety 009 : Domestic CBRN CM. Roles, Responsibilities, Authorities and Assets. When conducting CBRN response in accordance with (IAW) the NRF, DOD is in support of an NRF emergency support function (ESF) primary agency or NRF incident annex coordinating agency. Domestic CBRN CM is managed at the lowest possible level, with DOD providing support as directed. Commanders and their staffs at all levels should be knowledgeable about the NRF and NIMS and how their commands fit in to the overall national response framework.
