State Emergency Management Agency Director : "All States have laws mandating establishment of a State emergency management agency and the emergency operations plan coordinated by that agency. The Director of the State emergency management agency ensures that the State is prepared to deal with large-scale emergencies and is responsible for coordinating the State response in any major emergency or disaster.
