Chapter I - Overview: (5) General Planning Considerations for CBRN Response: (C) Operational Planning Considerations for a Chemical, Biological, Radiological or Nuclear Response: (4) Health Services Support Planning: Civil authorities consistently require assistance in Emergency Support Function (ESF) 8 (Framework Public Health and Medical) of the NRF. Providing initial essential stabilizing medical care and forward resuscitative/surgical care are the two essential capabilities that are required in the first hours following any CBRN incident. DOD may also be required to provide medical augmentation to local hospitals, community health (vaccinations, disease investigation, prophylaxis dispensing, preventive medicine, and veterinary support), patient movement. It may also be asked to assist with distribution/redistribution of patients, medical logistics distribution, and behavioral health, as well as direct medical treatment and patient decontamination. DOD coordinates HSS with the state health officer through the state's office of EP. (a) Health Facilities: DOD health facilities have important roles in the National Disaster Medical System, local medical response organizations, and the Laboratory Response Network. Local health facilities should identify their capabilities to support and sustain patient movement, patient treatment, ancillary services, and medical sheltering. DOD health facilities should plan to work in concert with operational medical units in CBRN CM responses. (b) At-Risk Population: Identify the demographics of population at-risk (elderly, young, pregnant, etc (c) Medical: Augment the analysis of available information on epidemiological and diagnostic patterns resulting from the incident to address preventive medicine requirements, laboratory services, and casualty evacuation and treatment conducted by local, state, and federal public health authorities.
