Chapter II - Domestic CBRN CM (1) General: (A) Overview: CBRN CM conducted by DOD in the homeland in support of civil authorities is conducted as a DSCA operation. See JP 3-28, Defense Support of Civil Authorities, for a complete discussion of DSCA operations. The capability and capacity to effectively respond to domestic CBRN incidents and sustain operations in CBRN environments require properly trained and equipped forces that follow the parameters set forth in this chapter. A description of DOD's participation in the whole-of-government response to a domestic CBRN incident is provided in the NRF. It further details the authorities that delineate the roles and limits for DOD in a domestic response. In conducting DSCA to include CBRN response, a distinction is made between the different chains of command for active DOD, Title 10, USC, federal forces providing support to civil authorities and for NG forces commanded by the state governor under Title 32, USC, and state active duty. State and local governments are closest to those affected by incidents, and have a lead role in response and recovery. For a federal response to a CBRN incident, DOD support is tailored to the scope and magnitude of the incident. DOD assets are employed with a focus on response requirements beyond the resources of state and federal civil authorities. The DOD CBRN response is typically conducted via a JTF that provides C2 of forces trained and equipped for this mission, as well as contingency sourced conventional forces. Using a six phased approach, the JFC leads the response forces from steady state through CBRN response operations. During phase 0, the CCDR sustains subordinate response force readiness through exercises, training, and rehearsal activities. (B) Defense Support of Civil Authorities: DSCA policy and procedures guide DOD support provided by federal military forces, NG forces performing duty IAW Title 10 and Title 32, USC, DOD civilian, military contract personnel, and DOD component assets in a domestic response. It includes immediate response and response to approved RFAs during domestic CBRN incidents. This DSCA response includes support to federal departments and agencies that assist local, state, and tribal authorities within the US territories for CBRN CM operations. It includes support provided by NG forces performing duty conducted as state-directed actions when approved by SecDef IAW Title 10 and Title 32, USC, or when NG forces are in state active duty status. SecDef policy and Joint Staff instructions provide guidance for the operational framework that serves as the foundation for a joint force's relationship with local, state, tribal, other federal, or nongovernmental entities
