CBRN Safety 068 : Chapter II - Domestic CBRN CM (2) Roles, Responsibilities, Authorities, and Assets: (A) Department of Defense and the National Response Framework: DOD provides assistance upon request by an appropriate authority and after approval of SecDef. When conducting CBRN response IAW the NRF, DOD is in support of an NRF ESF primary agency or NRF incident annex coordinating agency. As a practical matter, DOD prefers a single source for mission assignments and generally identifies DHS FEMA as the primary agency in its EXORD, operation plan, or operation order (OPORD) authorizing federal military assistance. In any case, DOD may provide assistance that has been approved by the appropriate authorities. (B) The domestic environment for DSCA presents many challenges to the JFC and more so when responding to a CBRN incident. It is imperative that commanders and staffs at all levels understand the statutory and operational relationships among all federal departments and agencies involved in the operation. NIMS provides a consistent nationwide template to enable federal, state, tribal, and local governments, the private sector, and NGOs to work together to prepare for, prevent, respond to, recover from, and mitigate the effects of incidents regardless of cause, size, location, or complexity. NIMS can be utilized for all incidents, ranging from daily occurrences to incidents requiring a coordinated federal response. (C) Commanders and their staffs at all levels should be knowledgeable about the NRF and NIMS and how their commands fit in to the overall national response framework. The NRF is a guide to how the US conducts all-hazard responses. It is built upon scalable, flexible, and adaptable coordinating structures to align key roles and responsibilities across the Nation. It describes specific authorities and best practices for managing domestic incidents that range from the serious but purely local, to large-scale terrorist attacks or catastrophic natural disasters. The NRF contains a number of incident annexes that apply to CBRN incidents. Each annex lists the coordinating agency or agencies and cooperating agencies involved in the response and provides information on applicable policies, authorities, planning assumptions, concept of operations, actions, and responsibilities of cooperating agencies for the particular incident described
