CBRN Safety 069 : Chapter II - Domestic CBRN CM (2) Roles, Responsibilities, Authorities, and Assets: (D) DOD Roles and Responsibilities: Domestic CBRN CM is managed at the lowest possible level, with DOD providing support as directed. When SecDef approves a request for DSCA during a CBRN incident, CDRUSNORTHCOM and Commander, United States Pacific Command (CDRUSPACOM) are the supported GCCs for CBRN responses within their respective AORs as designated in the Unified Command Plan (UCP) for a federal response. DOD supports the NRF primary and coordinating agencies during domestic CBRN CM operations. The operational chain of command for federal forces remains with the GCC; the operational chain of command for state controlled NG forces remains with the governor. A brief synopsis of specific DOD roles and responsibilities for CBRN response in the domestic operational environment is provided as follow:
