Chapter II - Domestic CBRN CM (2) Roles, Responsibilities, Authorities, and Assets: (D) DOD Roles and Responsibilities: (1) Secretary of Defense: SecDef retains approval authority for the use of forces, personnel, units, and equipment for DSCA, to include support to CBRN CM. SecDef has the primary responsibility to provide the overall policy and oversight for DOD in the event of a domestic incident. (2) Assistant Secretary of Defense (Homeland Defense and Americas Security Affairs) (ASD[HD&ASA]): The Office of ASD(HD&ASA) is within the office of the Under Secretary of Defense for Policy (USD[P]). ASD(HD&ASA) serves as the DOD Domestic Crisis Manager and provides policy oversight for all domestic CBRN incident support. ASD(HD&ASA) coordinates with the heads of the DOD components, the Under Secretary of Defense for Personnel and Readiness, and the Under Secretary of Defense for Acquisition, Technology, and Logistics on matters regarding the readiness posture of forces, to include critical infrastructure protection and CBRN nuclear response enterprise assets. See Appendix C, Department of Defense Domestic Chemical, Biological, Radiological, and Nuclear Response Enterprise Assets, for a description of these assets. (3) Assistant Secretary of Defense (Health Affairs) (ASD[HA]): ASD(HA) is within the Office of the Under Secretary of Defense for Personnel and Readiness. This office is responsible for interactions with the Department of Health and Human Services in the National Disaster Medical System. Each Service maintains federal coordinating centers, which are medical facilities responsible for locating all civilian beds in their geographic location, arranging the transport of patients from arriving aircraft, and all logistics in support of receiving mass casualties from a disaster area. (4) Office of the Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction supports the USD(P) and Assistant Secretary of Defense for Global Strategic Affairs (ASD[GSA]), by developing strategies and policies and overseeing the execution of approved policies and programs regarding CBRN defense, WMD missile proliferation, and global threats. (5) Assistant Secretary of Defense (Reserve Affairs) (ASD[RA]): ASD(RA) is responsible for monitoring RC readiness. ASD(RA) provides policy regarding the appropriate integration of RC forces into response efforts. (6) Chairman of the Joint Chiefs of Staff: CJCS serves as the principal military advisor to SecDef and the President in preparing for and responding to CBRN incidents, and ensures that military planning is accomplished to support the lead or other primary agency for CBRN CM, and provides strategic guidance to the CCDRs for the conduct of operations. (7) Joint Director of Military Support (JDOMS): JDOMS, located within the operations directorate of a joint staff (J-3), works closely with ASD(HD&ASA) and the Services, CCDRs, and NGB to produce military orders pertaining to domestic emergencies for the CJCS. JDOMS forwards these orders to SecDef for approval, and then to the appropriate military commander for execution. The initial request enters through the DOD Executive Secretary and is forwarded to the Office of ASD(HD&ASA) and JDOMS, who evaluates the request against six criteria: legality (compliance with laws); lethality (potential use of lethal force by or against DOD forces); risk (safety of DOD forces); readiness (impact on the DOD ability to perform its primary mission); appropriateness (whether the requested mission is in the interest of DOD to conduct); and cost (who pays, impact on DOD budget)
