CBRN Safety 072 : Chapter II - Domestic CBRN CM (2) Roles, Responsibilities, Authorities, and Assets: (D) DOD Roles and Responsibilities: (9) USNORTHCOM Subordinate Commands: In USNORTHCOM AOR, five JTFs or TFs are identified to provide C2 for DOD Title 10, USC, response efforts with AORs that coincide with the NRF for PI regional construct. (a) United States Army Forces North (USARNORTH): When approved by SecDef and directed by CDRUSNORTHCOM, Commander, United States Army Forces North (CDRUSARNORTH) deploys a mission-specific TF or JTF, and conducts CBRN response operations to support federal, state, local, and tribal authorities. CDRUSARNORTH serves as the USNORTHCOM standing joint force land component commander (JFLCC) and has operational control (OPCON) of Joint Task Force-Civil Support (JTF-CS). It is also prepared to deploy additional JTF-level mission-specific headquarters for multiple CBRN incidents to provide appropriate C2 based on the magnitude of the response. USARNORTH can be augmented by other services to establish a JFC over subordinate JTFs and/or functional components when required by the scope and magnitude of the incident. It supports single or multiple incidents with communication zone coordination and logistics operations. (b) Joint Task Force-Civil Support: JTF-CS is a standing joint operational headquarters dedicated to DOD planning and response to domestic CBRN and other HE incidents in support of civil authorities. CDRUSNORTHCOM has combatant command (command authority) over JTF-CS, and the JFLCC has OPCON of the unit. JTF-CS forms the command headquarters of defense chemical, biological, radiological, and nuclear response force (DCRF). Routine day-to-day functions include providing advice in doctrine development, requirements identification, training and exercise management, and the promotion of domestic interoperability for DOD CBRN CM capable assets in the AC and RC. When approved by SecDef, and directed by the USNORTHCOM chain of command, JTF-CS deploys to take C2 of Title 10, USC, resources and forces, and conducts military support operations to assist civil authorities in responding to a CBRN or other HE incident within the homeland. When CBRN or bulk HE incidents occur in the USPACOM AOR, CDRUSPACOM is the supported commander, and JTF-CS may deploy in their support. (c) The DOD CBRN Response Enterprise includes: (1) NG units from the NG of their respective states: (a) WMD-CSTs. (b) CERFPs. (c) HRFs. (2) Title 10, USC, units allocated to USNORTHCOM for this mission: (a) DCRF. (b) Command and control chemical, biological, radiological, and nuclear response elements (C2CREs). (3) In addition, a catastrophic incident may require significant contingency sourced follow-on forces. (d) Joint Task Force-Alaska (JTF-AK): When established, JTF-AK is responsible to USNORTHCOM for the conduct of homeland defense (HD) and CS within its assigned JOA. JTF-AK is responsible for deterring, detecting, preventing, and defeating national security threats within the Alaska JOA to protect US territory, citizens, and interests, and as directed, conduct CS. (e) Joint Force Headquarters National Capital Region (JFHQ-NCR): As a standing subordinate organization of USNORTHCOM, JFHQ-NCR plans, coordinates, and maintains situational awareness within its assigned JOA to accomplish assigned HD and CS missions. When approved by SecDef and directed by CDRUSNORTHCOM, Joint Task Force National Capital Region is established and provides C2 of military support operations to help federal, state, and local authorities respond to a CBRN incident within the National Capital Region
