Chapter II - Domestic CBRN CM (3) Command Relationships: (D) Achieving Unity of Effort Without Unity of Command: (1) Joint doctrine focuses on multinational and interagency coordination employing the broad term of unified action in referring to the synchronization, coordination, and/or integration of the activities of governmental and nongovernmental entities with military operations to achieve unity of effort. Instilling unity of effort at the national level is, of necessity, a cooperative endeavor involving a number of federal departments and agencies. A similar unity of effort will be necessary at the state and local levels
