CBRN Safety 083 : Chapter II - Domestic CBRN CM (3) Command Relationships: (E) Achieving Unity of Effort Between Initial DOD Response Forces: Effective employment of federal and NG forces simultaneously is never easy, even with common doctrine and organizational design. Presidential directives and DOD regulatory guidance mandate that DOD civilian personnel and Service members meet minimum federal compliance standards for emergency responders and command and staff personnel. Law and circumstance often impede unity of command; leaders at every level depend on their experience, flexible initiative, and understanding of CS operations to ensure integrated and synchronized military CBRN response. Initial DOD response forces, consisting of both NG in Title 32, USC, status and federal forces in Title 10, USC, status, consult, coordinate with, and respond to state authorities or federal civil authorities in the tactical-level execution of assigned tasks, pursuant to an order by SecDef or the President to provide support to those authorities. The DOD CBRN Response Enterprise is structured to achieve an early unity of effort and integration of capabilities for responding to CBRN incidents. Key to achieving unity of effort is the integration of the enterprise through sourcing, training, exercising, readiness reporting, planning, and coordination in phase 0 prior to an incident
