Chapter II - Domestic CBRN CM (4) Considerations: (A) The Joint Force in a CBRN CM Environment: Overarching requirements for a joint force in a CBRN environment are two-fold: the joint force shapes the composition of the response through proactive planning and interagency, intergovernmental, and nongovernmental coordination. The joint force is also responsible for protecting each member of DOD in support of civil authorities. The CBRN environment causes joint forces to plan in a unique way and recognize the primary reason for employment of the joint force is to support civil authorities and mitigate the consequences of a CBRN incident. Planning considerations are significantly different for the joint force conducting CBRN response as the primary mission than for the joint force conducting other missions. Requirements for protecting joint forces remain a constant priority for the JFC, especially when operating in a contaminated environment. Supporting civil authorities also may entail unique legal implications that need to be considered through all phases of planning and operations. (B) Layered CBRN Response: The NRF describes a tiered response and emphasizes that response to incidents should be handled at the lowest jurisdictional level capable of handling the work. The response to a CBRN incident requires the integration and synchronization of capabilities from the local, state, tribal, and federal level. Federal agency teams respond on their agency's authority, if the problem exceeds the capabilities of lower tiers. From the DOD perspective, the layered response will likely begin within hours with employment of NG WMD-CSTs, HRFs, and CERFPs in Title 32, USC, or state active duty in addition to local Title 10, USC, commanders providing assistance under immediate response authority. When directed by SecDef, USNORTHCOM responds within hours with JTF-CS and the first DCRF and C2CRE echelons. These layered capabilities build quickly
