CBRN Safety 086 : Chapter II - Domestic CBRN CM (4) Considerations: (C) Integrated CBRN CM Framework: (2) Operational: The WMD-CST arrives in the vicinity of the incident site within the first 6 hours. The WMD-CST is able to provide the initial assessment to the NG JFHQState, JTF-State, and the incident commander, which forward the assessment to the NGCC and to USNORTHCOM. It is important the NGCC and USNORTHCOM joint operations center (JOC) forward the initial assessment and characterization of the threat to follow-on deploying NG WMD-CSTs, CERFPs, HRFs, and DCRF and C2CRE units, respectively, so these units can be better prepared for conditions they will face in the incident area. However, as discussed previously, much of the operational environment for CBRN response will be set based on early strategic decisions of the local authorities. If the evacuation of the population is controlled, CBRN response forces deploy to staging areas where they link up with local responders and are integrated into an existing network of evacuation processing centers. If the evacuation is uncontrolled, CBRN response forces may be required to establish evacuation centers at designated choke points or vicinity hospitals. For CBRN response forces, the most critical operational decision in the first 24 hours will be determination of how and where to employ life-saving (search and extraction, decontamination, and medical triage and emergency medical) capabilities. The most likely employment of forces is at the upwind or crosswind points either reinforcing local responders or establishing additional search and extraction, decontamination, and medical triage and emergency medical sites at upwind and crosswind points that local responders do not have the capability to cover
