Chapter II - Domestic CBRN CM (4) Considerations: (C) Integrated CBRN CM Framework: (3) Tactical: At the tactical level, the critical effort is rapid, and effective employment of reconnaissance capabilities is necessary to provide assessments on the effects in terms of casualties and medical treatment (detect and monitor). These assessments provide the necessary information to assist the incident commander in determining upwind and crosswind points and best locations for search and extraction, decontamination, medical triage and emergency medical services, and other sites. The next major effort is to increase the capability and capacity of local responders to perform search and extraction, decontamination, and medical triage and emergency medical care of casualties. DOD forces can reinforce evacuation centers to increase capacity and throughput or establish search and extraction, decontamination, medical triage and emergency medical - expanding the geographic distribution of response capability. An important force multiplier is DOD's ability to assist with decontamination of local fire, police, and emergency medical services personnel and equipment, thus helping these immediate responders to stay safely engaged in the response
