CBRN Safety 088 : Chapter II - Domestic CBRN CM (4) Considerations: (D) Organizing Considerations: (1) A JTF established in support of CBRN CM is organized in a manner similar to a conventional JTF. The CCDR normally establishes a JTF to plan and conduct CBRN response. However, a JTF may be established subordinate to a geographic combatant command or subunified command. For example, a GCC may elect to form a JTF to conduct CBRN response in a specific region of the theater. In establishing a JTF for CBRN response, the CCDR experiences significant organizational, operational, and training challenges as he fuses a diverse group of key personnel, with varying degrees of understanding and experience in joint operations, CBRN response, and interagency cooperation, into a functioning JTF that can conduct a CBRN response. To be effective in such a response, key personnel need to fully understand both interagency and CBRN response techniques and procedures. JTF-CS can function as the core JTF headquarters element.
