Chapter II - Domestic CBRN CM (6) Applicable Laws and Agreements in the Domestic Operational Environment: (A) Key Executive and Legislative Guidance: PPDs, Presidential study directives, Presidential decision directives, national security Presidential directives (NSPDs), homeland security Presidential directives (HSPDs), and executive orders (EOs) are the primary means by which the President issues national security policy guidance. These Presidential documents, national-level strategy documents, and laws provide the basis for the development of subordinate and implementing guidance by DOD agencies. A list of documents that provide guidance for CBRN response is contained in Appendix A, Key Legal, Strategy, and Policy Documents and International Protocols.
