CBRN Safety 112 : Chapter II - Domestic CBRN CM (6) Applicable Laws and Agreements in the Domestic Operational Environment: (A) Key Executive and Legislative Guidance: (5) The National Strategy for Homeland Security, the National Strategy to Combat Weapons of Mass Destruction, and the National Strategy for Countering Biological Threats: The National Strategy for Homeland Security complements the National Security Strategy (NSS) of the US by providing a road map for mobilizing and organizing the nation to secure the US homeland from terrorist attacks. This includes objectives around which society can mobilize, align, and focus on HS functions, align budgetary resources to the task of securing the homeland, and account for performance on HS efforts. The National Strategy to Combat Weapons of Mass Destruction also complements the NSS by expanding on the actions necessary to use strengthened nonproliferation to combat WMD proliferation, counterproliferation to counter WMD use, and WMD CM to respond to WMD use. The National Strategy for Countering Biological Threats provides a framework for future USG planning efforts that supports the overall Biodefense for the 21st Century (HSPD-10/NSPD-33), and complements existing White House strategies related to biological threat preparedness and response
