Chapter II - Domestic CBRN CM (6) Applicable Laws and Agreements in the Domestic Operational Environment: (B) Key DOD Guidance: (1) Implications: DOD guidelines are promulgated in a variety of documents that include strategy documents, planning guidance, DODDs, and the CJCS policy documents. These documents are consistent with and complementary to the federal statutes and national security policy discussed earlier. DODDs specifically address missions for HD and CS operations to include CBRN response. The following documents, further discussed in Appendix A, Key Legal, Strategy, and Policy Documents and International Protocols, are of special note: (a) The Strategy for Homeland Defense and Civil Support that builds on the concept of an active, layered defense outlined in the National Defense Strategy (NDS). (b) The DODD 3025 series of directives that provide policy on and responsibilities for CS activities. (c) Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3125.01, Defense Support of Civil Authorities (DSCA) for Domestic Consequence Management Operations in Response to a Chemical, Biological, Radiological, Nuclear, or High-Yield Explosive (CBRNE) Incident, provides operational and policy guidance for US military forces supporting domestic CBRN response operations to prepare for and respond to the effects of a threatened or actual CBRN situation
