CBRN Safety 119 : Chapter II - Domestic CBRN CM (6) Applicable Laws and Agreements in the Domestic Operational Environment: (B) Key DOD Guidance: (2) Special Considerations: (c) Use of Weapons and RUF: (1) CJCSI 3125.01, Defense Support of Civil Authorities (DSCA) for Domestic Consequence Management Operations in Response to a Chemical, Biological, Radiological, Nuclear, and High-Yield Explosive (CBRNE) Incident, Enclosure F, establishes a presumption that units deployed to CBRN incident sites will not carry arms. Units may deploy to CBRN incident sites with their weapons in storage in the event that the unit is subsequently authorized to carry arms by SecDef or is deployed from the CBRN site to an assignment where weapons are authorized. Military commanders are responsible to ensure that weapons and ammunition are properly stored and physically secured. Military members providing security for stored weapons and ammunition at military facilities during CBRN response operations may carry their weapons while performing their normal security duties. (2) JFCs should be thoroughly knowledgeable regarding the standing rules for the use of force (SRUF) IAW CJCSI 3121.01B, Standing Rules of Engagement/Standing Rules for the Use of Force for US Forces (U). National and local decisions about force protection conditions (FPCONs) may affect decisions regarding the arming policy. The decision to implement a particular FPCON is a CJTF command decision. The CJTF may request a higher FPCON from the CCDR if warranted by threat level assessments for the JOA. FPCON is based on an assessment of the vulnerability of JTF personnel or facilities, criticality of personnel or facilities, availability of security resources, impact on operations and morale, damage control considerations, and other international or US actions. Deterrent measures may include requesting SecDef authorization to arm the response forces along with taking other additional security measures based on local FPCON
