CBRN Safety 121 : Chapter II - Domestic CBRN CM (6) Applicable Laws and Agreements in the Domestic Operational Environment: (B) Key DOD Guidance: (2) Special Considerations: (e) Memoranda of understanding (MOUs) for mutual assistance are often established between military installations and local communities. If an installation commander receives a request for assistance directly from local civil authorities prior to the President declaring a major disaster or emergency, the requesting agency should be referred to the local/state emergency management channels, unless an immediate response condition exists or a mutual assistance agreement is in effect. Installations may have entered into earlier mutual assistance agreements with the local community in the areas of fire-fighting, HAZMAT, medical evacuation and/or other areas, as appropriate. Dependent upon circumstances, this type of support may not be considered immediate response. Accordingly, RFAs under mutual assistance MOUs must be considered IAW applicable DOD and Service directives
