CBRN Safety 124 : Chapter IV - Department of Defense-Led CBRN CM: (1) General: (A) DOD conducts CBRN CM to mitigate hazards in support of operations or to support others in response/recovery (when required/as directed). All DOD CBRN CM capabilities are designed to be used in support of military operations. Like any other DOD capability, these military assets may be used in support of civilian operations or joint or multinational forces, as directed. Mitigating the hazard reduces the threat to personnel, facilitates freedom of action, and supports mission completion. In the majority of cases, DOD supports DOS in the conduct of FCM and DHS for domestic CBRN CM. However, during combat operations or in specific instances where DOS or DHS is unable or incapable of leading the USG effort, DOD could be given primary mission responsibility. DOD-led CBRN CM can occur in either domestic CBRN CM or FCM. DOD may be delegated or tasked with leading a USG CBRN CM effort. (B) For DOD, the CBRN environment is hazard-focused and may involve eliberate, prolonged actions in and around the hazard area to support response and recovery efforts. While some hazard mitigation can be conducted by conventional forces, CBRN CM operations to address the source of the hazard often require specialized training and equipment. (C) DOD-led CBRN CM operations are generally conducted in one of two situations. DOD may be directed to coordinate the USG CBRN CM response in a permissive or uncertain environment where the DOS has no established diplomatic presence in the JOA to facilitate LFA activities, or there is no functioning HN government, to meet FCM requirements. The US military will lead CBRN CM operations conducted concurrently with military operations in hostile environments consistent with strategic planning guidance. (D) These unique conditions require the JFC to assume primary responsibility for planning, managing, and mitigating the incident until conditions permit transfer of responsibility as the lead USG agency for FCM to DOS or another authority. In these cases, the JFC becomes the de facto USG lead for the initial FCM response using available assets. The JFC requests additional support from the USG and other nations through DOS for follow-on operations. The conditions within the operational environment may range from active combat operations to crisis response in limited contingency in responding to or in mitigating the effects of, such an incident. DOD transitions DOD-led CBRN CM activities as soon as feasible to an appropriate civilian governmental authority. (E) Strategic and operational objectives drive the priority of DOD-led CBRN CM operations in relation to other ongoing military operations. JFC
