CBRN Safety 127 : Chapter IV - Department of Defense-Led CBRN CM: (4) Joint Force Considerations: (a) In the context of DOD-led CBRN CM operations, the appropriate JFC assumes responsibility for the execution of operations within the JOA when a CBRN incident requiring a response occurs. The GCC approves end states for these operations by phase within the JOA. One major objective is to conduct DOD-led CBRN CM operations without jeopardizing critical military operations and objectives; however, commanders should plan for the diversion of combat forces and possible changes to overall end states and objectives due to the significance of a CBRN incident. (b) Providing assistance to civilian populace affected by a CBRN incident is an important aspect of these operations. Assistance may include, but is not limited to: (1) Saving lives and preventing human suffering. (2) Providing support to displaced personnel. (3) Preventing/reducing additional damage. (4) Providing mortuary affairs support. (5) Providing emergency mitigation of CBRN hazards. (6) Providing minimum emergency restoration of life supporting services. (7) Conducting a noncombatant evacuation operation
