CBRN Safety 128 : Chapter IV - Department of Defense-Led CBRN CM: (5) Planning Considerations During Military Operations: (A) GCC theater security cooperation activities (phase 0) support DOD-led CBRN CM operations by facilitating interaction with partner nation military forces to identify partner capabilities, build partner capacity, and increase interoperability. Planning for DOD-led CBRN CM should build on these activities and incorporate the experience gained in working with partner nations in operations. (B) DOD-led CBRN CM operations may be required to facilitate combat operations, and depending on the nature and purpose of the activities, may require coordination with response operations of multiple countries, partners, and a wide variety of international organizations and other NGOs. JFCs should be aware of the following planning considerations: (1) Integration of specialized US military forces, USG departments and agencies, and contractors. (2) Integration of partner nation support and forces. (3) Support and integration of NGOs. (4) Development of a strategic communication plan
