CBRN Safety 129 : Chapter IV - Department of Defense-Led CBRN CM: (5) Planning Considerations During Military Operations: (C) Coordination between DOD and other USG departments and agencies, NGOs, and IGOs will also be important aspects of any DOD-led CBRN CM operation. Regardless of the status of an impacted nation government or partner nations, IGOs and NGOs will have significant equities in the operation; therefore, JFCs should anticipate considerable interagency and intergovernmental coordination requirements. (1) Operations will likely be subject to monitoring by various government agencies or IGOs; therefore, planners should anticipate receiving specific US national level guidance. As DOD-led CBRN CM operations may involve significant interactions with foreign civilian authorities and IGOs that do not normally operate in a supporting role to DOD, the JFC should strongly consider forming a CMOC or supplementing an existing CMOC with appropriate FCM expertise. In addition to IGO participation, the CMOC often involves multinational partners that possess unique FCM capabilities. (2) As with USG departments and agencies, NGOs and IGOs may have significant equities and capabilities; planning for their participation in a hostile or uncertain environment is challenging. Some of these agencies may demand to participate regardless of the risk, and others may not be willing to participate until a permissive environment exists
