Chapter IV - Department of Defense-Led CBRN CM: (6) General Planning Considerations: (C) Assessments: There are several assessments available to a commander to assist with overall planning. These include: (1) Operational Environment Assessment: An operational environment assessment provides the commander information on the threat, the physical environment, and the political environment. Decision support tools may be used in conjunction with this information to assist predictive modeling. (a) The threat assessment identifies what enemy or adversary the force may face during a DOD-led CBRN CM operation, if in a hostile environment. The threat assessment also addresses the types of agents and hazards and includes occupational and environmental health assessments. (b) The physical environment includes terrain, weather, and characteristics of the geographical area. Characteristics include critical infrastructure, hazard sites, and zone analysis considerations. Analysis of urban areas within the JOA can facilitate the complex transition from combat operations to CBRN CM when required. (c) The political environment includes applicable impacted nation agreements, SOFAs, and other sovereignty issues that may apply. (2) Capabilities Assessment: Capabilities assessment provides an assessment of the JFC's ability to conduct DOD-led CBRN CM and includes plans, organization, manpower, equipment, logistics, medical, training, leadership, and readiness. (3) Vulnerability Assessment: A vulnerability assessment is an evaluation of the organization's strengths and weaknesses compared with the operational environment and CBRN threat. Vulnerability analyses of key APOD, SPOD, and JRSOI sites, to include proximity of TIM storage facilities or sites, are used to develop measures to reduce the organization's vulnerability to identified CBRN threats. The ultimate purpose of a vulnerability assessment is to help ensure that adequate defensive and CBRN CM assets are available. (4) Risk Assessment: These assessments attempt to quantify the level of risk that exists in the conduct of DOD-led CBRN CM operations. In certain incidents, such as high radiation hazards, the risk may preclude mission accomplishment. (5) Criticality Assessment: The criticality assessment evaluates a command's missions and functions/capabilities and determines mission impact or consequence of loss of assets that support execution of the command's missions. (6) Threat Assessment: The threat assessment provides an assessment on the adversary's CBRN capability. This threat can come from nation states and non-state actors alike, sometimes simultaneously, and may occur in a variety of forms. These include deliberate attacks or accidental releases
