Strategic Co-Ordinating Group (SCG) 2 : In Scotland Strategic Co-ordinating Groups are the principal local forum for multi-agency cooperation in civil protection. The groups have a role in both preparation and response to emergencies. Note: SCGs in Scotland effectively combine the role in England of Local Resilience Fora in preparing for emergencies and of Strategic Co-ordinating Groups in responding to emergencies
