Strategic Co-ordinating Group 2 : In Scotland, Strategic Co-ordinating Groups are the principal local forum for multi-agency cooperation in civil protection. The groups have a role in both preparation and response to emergencies. As such, SCGs in Scotland effectively combine the role in England of Local Resilience Forums in preparing for emergencies and of Strategic Co-ordinating Groups in responding to emergencies
