Strategic Guidance Statement (SGS) 1 : "The Secretary of Homeland Security shall develop a strategic guidance statement for each National Planning Scenario, in coordination with the heads of Federal agencies with a role in homeland security. Additional planning requirements shall be developed as the Secretary, in coordination with Federal agencies with a role in homeland security, deems appropriate. The Incident Management Plan Team (IMPT) 119 shall develop each SGS for the Secretary".
