Strategic Plan 3 : "Strategic plans are tools that assist organizations with defining their missions, goals and objectives; approaches toward achieving goals and objectives; and, methods for measuring the success of a program. Such plans communicate goals and objectives to constituencies, develop a sense of ownership by responsible officials, and provide a mechanism whereby an organization can develop strategies for leveraging scarce resources in a cost effective manner. Like a budget, a strategic plan should be established and built upon each year so that it addresses the changing needs and priorities of the organization". (City of LA.
