Comprehensive Emergency Management Program. A CEMP provides a framework that integrates development, coordination, control, and direction of all Comprehensive Emergency Management (CEM) planning, preparedness, readiness assurance, response, and recovery actions for all four emergency phases (mitigation, preparedness, response, and recovery), for all types of emergencies and disasters (natural, man-made, and attack) and for all levels of government. CEMPs include continuity planning, disaster recovery, hazard mitigation, preparedness, training, testing, and other activities. In other words, all phases for all hazards.
