Central Government : Most emergencies are dealt with locally. However, if the emergency is very complex or on a scale which requires central co-ordination then a Lead Government Department will be appointed. Responsibility for liaison with Central Government Departments rests with the CSU. The Government Office for the South West (GoSW) may act as the intermediary between central and local government
