CERT (2) : Computer Emergency Response Team. The Defense Advanced Research Projects Agency (DARPA), sponsors of the Internet, established the CERT Coordination Center (CERT/CC) in 1988 at the Software Engineering Institute (SEI), a part of Carnegie Mellon University. CERT/CC serves the Internet community with a single organization that can coordinate responses to security incidents on the Internet. In response to a security incident CERT/CC establishes and maintains communication with affected sites and engages experts who can diagnose and solve security problems. . . . On 15sep03 the Department of Homeland Security (DHS) announced the U.S. Computer Emergency Response Team (USCERT) which will be the nation's premier CERT, superseding the private-sector center long run by Carnegie Mellon University. USCERT will begin as a partnership between the National Cyber Security Division within DHS and Carnegie Mellon's CERT/CC. It will become the dominant CERT and will reduce the government's response time for detecting and responding to computer viruses and worms to 30 minutes by the end of 2004
