CIMS 1 : Critical Incident Management System. CIMS consists of a testbed designed to examine and evaluate the functionality of varied and existing incident management software (IMS) solutions. The National Institute of Justice (NIJ)/ Office of Science and Technology (OST) established CIMS to survey and identify IMS applications and packages in use by state and local emergency management agencies. Based on feedback from that survey, NIJ/OST, in collaboration with the Space and Naval Warfare (SPAWAR) Systems Center, the National Emergency Management Association (NEMA), and other federal emergency management and academic partners, created CIMS. Update surveys and evaluations are intended to accommodate changes in software technology
